Greetings!
We, the members of the South Meadows Homeowners Association, Inc. (SMHAI), located at Imperial Homes, San Vicente Sto. Tomas Batangas, would like to seek the assistance of the local government through the Office of the Mayor and the Sangguniang Bayan regarding our housing problem.
There are 500 housing units in Imperial Homes, 30% of which are being amortized to Pag-ibig, 60% to the developer, Imperial Homes Corporation (IHC), and the remaining 10% comprises those whose houses are already paid and those that have updated monthly payments. The housing units that belong to Pag-ibig are already foreclosed due to non-payment of the monthly amortizations. The reasons for this are the insufficiency of our monthly income. Majority of the members that belong to this group have been retrenched from their work, others are undergoing implementation of the reduced work days and work hours (on rotation). Still others belong to the informal sector like drivers, peddlers, and from the agencies, which don’t have regular income. This is basically due to the Global Financial Crisis that affected the companies and factories, mostly in the Calabarzon area. Others receiving minimum wage still can’t cope with the high cost of living. The less than 300 pesos minimum wage cannot sustain all the family’s expenses within the day.
On the other hand, those belonging to the housing units being amortized to IHC have been threatened with eviction, if they will not accept the new payment scheme. In the year 1998, these housing units were not given a mortgage take-out by Pag-ibig due to non-completion of the subdivision’s facilities like potable water, complete drainage system, complete roads, and other amenities like the chapel, garden, basketball court, and playground. The houses cost 180,000 back then, for a 35 sq. m lot area. The SMHAI members already paid the reservation fees and other fees that they require for them to apply the loan from Pag-ibig (with corresponding receipts). Because they were not given a take-out, IHC mortgage these units to a bank, the Urban Development Bank or Urban Bank. After several years, these accounts (house and lot titles) were transferred to another bank, the Export Industry Bank, maybe through another loan. Then another transfer occurred, this time to Cameron Grandville, a financial institution. Come year 2009, they said they have already acquired back these accounts, which they are marketing under Premiere Fiesta Land, also owned by the Imperials. But the price now has ballooned to almost double (329,000) for the same lot area.
The SMHAI members cannot pay the housing units with this kind of payment scheme. The reason for this is the same as what is discussed above, insufficiency of the monthly income. Maybe others can exert extra effort to pay their houses for 30 years, but the issue is that we have the original notarized documents which stipulate the original price of the units, at 180,000. Moreover, nothing has changed within the subdivision. The amenities were not constructed and the facilities are still the same.
Our prayer:
Compel the developer to finish all amenities.
For those units belonging to IHC, sell them to the original occupants to the un-appraised value
For those units of Pag-ibig, implement a new loan re-payment scheme that incorporates the capacity to pay of the members
For all units amortized to Pag-ibig and IHC, implement a moratorium on eviction
As your constituents, we would like to seek the help of the local government to mediate between the concerned entities. We don’t want to leave our obligations behind in paying our houses. Also, we don’t want to have them for free. All we want is for us to pay them according to our capacity, and not based on the new rates which were too much for a minimum wage earner and those that have informal and irregular jobs.
